Public authorities have a statutory duty to promote race equality. Schools are expected to have their plans for meeting the general duty and the specific duties of the statutory Code of Practice on the Duty to Promote Race Equality in place.

• preventing unlawful discrimination.

The specific duties involve:

• monitoring and assessing how that policy will affect ethnic minority pupils, staff and parents
• emphasising pupil achievement in this light.
